What’s notable isn’t just the megawatts. It’s the structure: a UAE developer, an Egyptian partner, and a state offtaker, each bringing something the others don’t have — capital, local permitting relationships, and demand certainty.

We see the same logic play out across our own footprint between the UAE and African markets. A Gulf-based sponsor rarely has the on-the-ground development capability a project needs at greenfield stage, and a local developer rarely has the balance sheet a lender wants to see. A well-structured Development Services Agreement is often what bridges that gap — not just permitting and land control, but a defined path to Ready-to-Build with clear milestones both sides can underwrite.

It’s also a reminder that co-development works best when the roles are explicit from day one: who holds permitting risk, who arranges financing, who manages the EPC interface. Get that wrong and a strong project idea stalls in ambiguity.
