EWEC and Masdar just signed a Collaboration Framework Agreement designed to streamline utility-scale renewable projects in the UAE from early-stage development through to financial close.

That’s a Gulf utility formalising, at scale, something advisors and developers have been doing deal-by-deal for years: structuring how a project moves from origination to bankability without losing time — or capital — at each handoff.

It’s a useful signal for anyone running development services agreements across multiple jurisdictions. Portugal, Spain, the UAE and our African markets each have their own version of this handoff problem — different regulators, different offtake structures, different bankability tests — and the developers who move fastest are the ones with a repeatable process for it, not a bespoke one each time.

As an advisor and intermediary running these structures across several markets at once, we read frameworks like this as validation: the market is converging on the idea that development is a discipline, not a phase you rush through to get to construction.

It also raises the bar for what counts as a credible DSA partner — process now matters as much as pipeline.
